chore: add missing 'make pigeon' instruction (#20202) 
* chore: fix typo 'make_build' -> 'make build'

* chore: add missing 'make pigeon' instruction

Turns out I was getting bit by forgetting to run `make pigeon`, which
also generates files. Perhaps it would be better to make it part of
`make build`?
