Common houses DataSource as an interface for reading data,
but most of the concrete implementations are in ExoPlayer.
This means that in practice, if an app wants to use a module
that reads using DataSource (e.g. extractor), they may be
forced to depend on ExoPlayer as well to get a concrete
implementation (e.g. FileDataSource). This change moves the
DataSource implementations into common to resolve this.

This replaces the deprecated usages of RobolectricTestRunner and
RuntimeEnvironent and fully migrates the tests to androidx.

1. Remove option to pass null context to Util.getNetworkType. IMO it's
clearer for the caller to just not call the method in this case.
2. Stop using deprecated DefaultBandwidthMeter.Builder constructor in
all but one place.

1. Remove tools:replace in manifest files. This attribute is only needed to establish priority when two manifests are merged and have the same attribute with different values.
As this is not happening here, the attributes can be removed.
2. Some BUILD files also define a deprecated manifest merge strategy different from the android default merge strategy. For consistency these are set to "android'.
