huangdarwin edc4bd5be1 GL: Misc GL refactoring. 
* Remove GlUtil.Program String[] constructor to unify and just use the
  String constructor.
* Add getAttributeArrayLocationAndEnable() to simplify things a tiny bit.
* Increase usage of constant values.
