ibaker bb9ff30c3a Remove dead code related to MediaCodec now minSdk is 21 
This removes several workarounds that are no longer needed, including
`codecNeedsMonoChannelCountWorkaround` which has been permanently
disabled since the (incomplete) minSdk 19 clean-up in fb7438378d.

Session test module

Tests cross-process use of the session module. To run the tests:

  1. Prepare a device (either an emulator or a real device) to run the tests on.
  2. Run ./gradlew :test-session-current:cAT
