Googler 8796b2e21e Add isPrioritizeImageOverVideoEnabled to TrackSelectionParameters ... This CL adds an isPrioritizeImageOverVideoEnabled flag to TrackSelectionParameters and an API to set the flag value. The flag will be used by DefaultTrackSelector to determine whether to select an image track if both an image track and a video track are available.
