dancho 6193f7c38f Generate static HDR metadata when using DefaultEncoderFactory 
* Select an encoder that supports HDR editing.
* Set KEY_PROFILE to an HDR10 option
* Use DecodeOneFrameUtil test util to return the MediaCodec format,
  which includes HDR_STATIC_INFO
