ibaker 9949424da4 Deprecate all methods on C and move them to Util 
C should only hold constants.

Also resolve the TODO in getErrorCodeForMediaDrmErrorCode(), and
annotate the deprecated methods with Error Prone's @InlineMe to
facilitate automated refactoring of callers.
