huangdarwin a66dae8bfa HDR: Implement GlEffectsFrameProcessor HLG to SDR tone-mapping. 
Adds COLOR_TRANSFER_GAMMA_2_2, to match behavior in other HDR to SDR tone mapping
implementations.
