cblay dfa31f02e3 DashMediaSource: Do not use TIME_UNSET publishTime to check for stale dynamic manifest 
Also convert left side from milliseconds to microseconds for comparison

ExoPlayer DASH library module

Provides support for Dynamic Adaptive Streaming over HTTP (DASH) content. To play DASH content, instantiate a DashMediaSource and pass it to ExoPlayer.prepare.
